上海：主动争取理解支持，稳定在沪外资企业发展预期
5月15日上午10:00，上海举行新冠肺炎疫情防控工作新闻发布会，上海市副市长陈通、市商务委主任顾军、市卫生健康委副主任赵丹丹、市市场监管局副局长彭文皓介绍上海疫情最新情况。 有媒体提问，最近，上海连续发布了重点外贸企业“白名单”，在当前上海疫情防控形势下，如何推动上海外资外贸企业复工复产？ 顾军介绍，为进一步做好外贸外资企业的复工复产工作，市商务委制定了《重点外贸企业复工复产工作指引（试行）》，先后发布了两批复工复产重点外贸企业“白名单”，包括货物贸易类、服务贸易类、外资总部类和口岸服务类企业共计704家，其中，第一批142家，第二批562家，第一批“白名单”中的企业已有63%复工复产，第二批“白名单”企业正在准备复工复产。第三批名单820余家也将于近日发布。 我们围绕“人能出、车能动、货能转”做好制度设计和企业服务。 一是推动企业落实疫情防控要求，努力实现人员返岗。我们会同各区对“白名单”企业进行服务全覆盖，推动企业与所在地街镇或防控部门对接，按“一企一方案”原则报送复工复产疫情防控方案。同时，在商务领域启用“复工复市人员返岗电子通行证”，为企业人员返岗提供技术支持。 二是完善车辆管理机制，努力保障复工复产车辆流动需求。启用全国统一版《重点物资运输车辆通行证》，发布《关于市商务委外贸领域重点物资运输车辆通行证受理范围的通知》，满足外贸企业货物车辆跨省运输需求。启用外贸领域市内货物运输临时通行证，为外资外贸企业市内货物运输提供路径。此外，还启用复工复产临时通行证，为企业租用客车安排返岗人员返回单位工作提供便利。 三是聚焦难点、堵点问题，努力打通货运物流各环节。成立外贸和口岸服务工作专班，通过行业商协会等平台加强企业政策辅导，对企业反映较为集中的仓库开放、单据传递、运输时效等难点、堵点问题予以有针对性地协调推动解决。同时，发挥长三角外资企业服务联动机制作用，协调重点企业在外省市仓库的复工，打通跨区域供应链。 四是畅通沟通渠道，积极回应外资企业的关切。与驻沪领事机构、外国商协会等建立定期对话机制，加强政策解读和信息沟通，主动争取理解支持，稳定在沪外资企业发展预期。组织多场外资企业线上座谈会，会同相关部门在线上为企业提供问题解决路径，并跟踪落实问题解决情况，形成工作闭环。 下一步，我们将根据疫情防控形势，动态调整有关外贸外资企业复工复产工作方案，有序推动外资外贸企业恢复正常经营。 转自 | 澎湃新闻 来源：上海法治报 阅读原文...
