According to the news from general administration of customs of the people’s republic of china, the companies that import cellulose pulp (dissolving pulp) from the USA, Canada and Brazil have been facing a temporary anti-dumping duty since November 7, 2013.

China’s department of commerce started their legislative investigation on pulp dumping on February 6th, 2013, the result of which was that the pulp industry has been disrupted because of dumping, a term which refers to selling exported goods below market price in the producer’s home market.

According to the People’s Republic of China dumping regulations sections 28 and 29, the investigating authorities have decided to adopt provisional anti-intrusion security deposit in the form of sales initiatives. Pulp import operators shall truthfully declare to the customs declaration the country of origin, and to provide proof of origin if the country of origin is the United States, Canada, or Brazil, and must provide the original manufacturer invoices. If unable to determine the origin of these goods, the customs security, in accordance with the announcement of anti-dumping duty, will impose the highest rate listed below the article. When determining whether or not the origin of the goods is the United States, Canada, or Brazil, but import operators can not provide the original manufacturer invoices, and other legal and valid documents are still unable to determine the original manufacturer, the customs will follow the below list corresponding countries and levy the highest rate of anti-dumping margin deposit.
